Vehicle Stickers Go on Sale May 14

Vehicle stickers go on sale Monday, May 14, at the Village Hall. Applications with last year’s vehicle sticker information and information from the Illinois Secretary of State were mailed to residents on May 11th. Residents may purchase their stickers in person at the Village Hall or through the mail. Stickers must be displayed by July 1st. Click here for more information.

Experts to Answer Questions and Give Tips at Storm Water Prevention Seminar May 22 at 6:30 PM

The Village and its residents will be hosting a series of seminars on storm water prevention and invite you to attend. The first seminar will be held Tuesday, May 22 at 6:30 PM in the Council Chamber of the Village Hall, 361 Happ Road. These seminars will give residents the opportunity to ask experts on storm water engineering, landscaping, gardening and more about ways to minimize storm water damage to their property as well as provide "how-to" tips to home owners. We're all in this together, so grab your neighbors and attend!

Public Works Department Begins Hydrant Fushing in May

The Village Public Works Deparment will be opening and flushing hydrants to remove accumulated sediment and improve water flow during the month of May as part of its annual fire hydrant and watermain maintenance program. Hydrant flushing will be done between the hours of 7:00 AM and 5:00 PM and can cause discoloration of water. Residents should run their cold water until it is clear. If you have questions or need additional information, contact the Public Works Dept., 847-441-3810 between 8:00 AM and 4:00 PM Monday through Friday.

Village-Wide Clean Up Day - Saturday, May 19 - Helps You Dispose of Unwanted Items

Plan your spring cleaning projects and recycle items you can at thrift shops, garage sales or donate to organizations that take them. Residents can also get rid of old or unwanted items from closets, basements, attics and garages on the Village-wide clean up day, Saturday, May 19. All items must be at the curb by 7:00 a.m. No hazardous waste, construction debris, landscape or regular waste and no "white goods" (stoves, refrigerators, washers, dryers, hot water heaters, etc.) will be picked up. Contact Waste Management, 1-800-796-9696, to arrange for a special pick-up of white goods.

PLACES TO RECYCLE USED ITEMS: the Northfield Township Road District Garage at 1928 Lehigh Avenue in Glenview which is open Monday-Friday from 7:00 a.m. to 3:00 p.m. accepts used art supplies, batteries (all types) bikes and toys (usable condition), cell phones/pagers, clothing (usable) computers/computer hardware, electronics, engine oil, eyeglasses, flags, household paint (both oil and latex limited to 10 one gal. cans or two 5 gal. buckets), hydraulic oil, ink/toner cartridges, metal, paper, Styrofoam, tvs, therapeutic equipment, tires and transmission fluid. All the used items are collected by various local organizations for resale or disposal. DOCUMENT SHREDDING--An event planned to help you get rid of old documents and paper is the Paper Shredding and Recycling Event which will be held Saturday, May 26 from 8:30 a.m. to 12:30 p.m. at New Trier Twp. High School West Campus on Happ Road in the parking lot directly across from the High School. It will be hosted by the Northfield Township Road District and permits residents to bring a maximum of three (3) containers such as shopping bags, computer paper boxes, etc. per person. There will be people to help take boxes from your trunk for shredding and residents can stay and watch their paper as it is shredded through a window in the truck.

FARMERS MARKET OPENS--May 26 is also the first day of the Farmers Market so stop by and buy locally grown in-season fruits and vegetables as well as specialty items including cheeses, baked goods and other gourmet food items. There will also be a selection of colorful annuals, native perennials, hanging baskets and fresh cut flowers. The Market is open from 7:30 a.m. to 12:30 p.m. at the south end of the New Trier parking lot west of the school.

Village Board Trustee Resigns Effective May 15 - President Fred Gougler Appoints Replacement

Northfield Village President Fred Gougler recently announced that Trustee John (Jack) Chapin has submitted his letter of resignation effective at the end of the day, May 15, 2012. Trustee Chapin will not be completing his second term on the Board of Trustee which expires April 2015. Trustee Chapin and his wife plan to move to Delaware to be closer to their family. Trustee Chapin made many significant contributations to the Village during his five years in office. During his first term, he distinguished himself by serving as Chair of the Long Range Financial Planning Committee. This committee was instrumental in assessing the long term financial challenges faced by the Village, establishing the foundation for the home rule initiative of 2010.

At the May 15 Board meeting, President Gougler plans to recommend Jane Goldenberg to the Board of Trustees to fill the vacant position until the next Consolidated Election in April 2013. Ms. Goldenberg, who is a writer and former teacher, has been a Northfield resident for 20 years. She has been active in civic affairs serving as Co-President of the League of Women Voters of Winnetka-Northfield-Kenilworth and has been a member of the Northfield Caucus. Ms. Goldenberg also served as a former President of the Avoca/Marie Murphy Parent Teacher Council. Because of her experience and extensive involvement in community issues, it is expected her appointment will provide a smooth transition to her role on the Village Board.

2012/13 Proposed Budget Available

The Village Board will discuss the proposed budget for fiscal year 2012-2013 which begins May 1, 2012 at a workshop meeting of the Committee of the Whole on Tuesday, March 6 at 6:00 PM in the Council Chamber of the Village Hall, 361 Happ Road. IDOT Reinstalls "No Turn on Red Signs at Willow and Waukegan Roads

In July 2011, the Illinois Dept. of Transportation (IDOT) modified the "No Turn on Red" intersection designation for north and southbound vehicles at the Waukegan Road and Willow Road intersection. As IDOT and the Village continued to study the Willow Road corridor, this change raised a number of safety concerns. To address these, the Village requested IDOT re-evaluate the engineering and accident data at this intersection and consider reinstalling these signs. Northfield was notified this week that IDOT completed that study and has reinstated the "No Turn on Red" turning restriction. This change should greatly improve the overall safety of the intersection and reduce the number and severity of accidents. Please be alert to this change when going through this intersection.

Photo enforcement for violations of the "No Turn on Red" signs will begin Monday, February 27, 2012.

Presentation to Residents on Storm Water Issues and Ways to Fund Projects Planned for Spring 2012

Following the Village Board's strategic planning meeting on January 10 to discuss storm water issues and funding ideas, Village President Fred Gougler announced that a presentation of the storm water issues and funding plans would be presented to residents for their discussion and comments/questions in spring 2012. This is due to on-going work on a number of major projects including work with IDOT on plans for Willow Road, ComEd meetings on updates planned on electrical equipment in Northfield, as well as the upcoming Budget workshop on March 6. Board Identifies Issues with Joint Dispatch Center and Puts Plan on Hold

At the January 17 Committee of the Whole meeting, the Village Board discussed the merits and some of their concerns for a combined dispatch center being studied with the communities of Kenilworth and Winnetka in an effort to consolidate operations to improve emergency dispatch services and provide long-term capital expense savings for the communities. The Board members asked questions to get additional information. Results from that meeting indicated a number of concerns which caused the Board to shelve the plan for the time being. Monthly Meetings with IDOT, School and Park District Focus on Design Elements that Will Provide Safety and Aesthetics for Four Lane Willow Road

Since the conclusion of the Community Advisory Group meetings in 2011, Village staff, its engineers and representatives of the school and park districts have been meeting monthly with IDOT to work on design elements for IDOT's proposed four lane Willow Road that will provide safety features and aesthetics such as improved signalization and crosswalks, a planted median and more. Once all the proposed details have been determined, the final plans will be presented to the community at an Open House hosted by IDOT in Spring 2012. Watch for more details.

Four Villages Put Plans for Bike Path on Union Pacific ROW on Hold

The communities of Wilmette, Northbrook, Northfield and Glenview have been working with Union Pacific on a draft lease agreement for use of the UP track right of way that runs through the communities in the hopes of converting it to a bike-walking path which would be an extension of the Skokie Valley Trail. The communities were not successful in in their grant request for a CMAQ grant in 2011 which would paid 80% of the costs for the lease, Phase I and II engineering and some construction costs for the trail. Due to other other financial priorities for the communities, this project is being put on hold until future grant funds become available and the Villages are able to designate funds in their fiscal budgets for their portion of the costs. The Villages of Lincolnwood and Skokie which are also working on extensions of the Skokie Valley Trail at the south end are further along. They have been awarded grants or have other funds for their portions of the trail.

Library Board Seeks Two Trustees to Fill Vacant Positions

The Winnetka-Northfield Public Library District Board of Trustees is seeking two new trustees - one from Northfield and one from Winnetka to fill vacancies on the Board. The primary responsibilities of the Library Board are to hire and supervise the Library Director, determine the Library policies, determine the Library District's annual budget and tax levy and approve and audit the Library District's expenditures. Important Reminders Regarding Parking on Village Streets!

It has been a while but snow has finally arrived! A few reminders about parking on Village streets during snowfalls are needed if streets are going to get plowed without hitting cars in the process and perhaps towed. Village Code requires that whenever there is a snowfall of 3 inches or more, motor vehicles parked on any Village street or in any municipal parking lot must be promptly removed to permit snow removal. In addition, motor vehicles are prohibited from parking on any Village street or in any Village lot between the hours of 2:00 AM and 6:00 AM at any time. If you have a special situation involving parking your car on the street during those hours, contact the Police Department to discuss, 847-446-2131.

ComEd Working to Improve Electrical Reliability in Northfield

As part of ComEd's on-going investment in its electric system and in partnership with the Village of Northfield, the utility company is completing work on a number of projects aimed at enhancing reliability for Northfield customers by reducing the frequency and duration of outages. On the east side of town behind Lagoon near East Frontage Road, ComEd completed the first phase of replacing underground cable in December 2011. This work is designed to help improve system performance in the area. The second phase is expected to be done by the end of May 2012. On the west side of town, ComEd will install overhead Hendrix spacer cable which is a fairly new device that helps protect lines from damage caused by falling tree limbs. In areas where tested, the cable system has dramatically reduced the number of customer service interruptions by reinforcing overhead electrical wires. The Hendrix cable system will be installed in the north-south utility easement between Wagner Road and Graemere Street running from Bosworth Lane to about 1,200 feet south. This project is expected to be completed by the end of March 2012.

Additionally, ComEd will be installing a number of smart fuse devices throughout their system. This new technology allows the system to automatically reset which improves performance and reduces the length and quantity of outages. This work is expected to be completed by the end of March 2012. Finally, throughout the community, ComEd will be trimming trees near electric lines to reduce outages and enhance reliability. Streets where ComEd will be trimming trees include: Wagner Road, Graemere, Dorina Drive, Happ Road, Latrobe, Lockwood, Martin Lane, Meadowbrook Drive, Mt. Pleasant, Pine, Southgate, Summerfield Road, Sunset Ridge Road, Willow Road, Woodland Lane, Linden, and Valleyview. Residents and businesses will be notified via a letter or phone call prior to any ComEd work that requires a scheduled electric outage. Also, residents will receive a "door hanger" notifying them of enhanced tree trimming work in their area. For more information, visit www.ComEd.com.

Northfield Township Co-Hosts Property Tax Appeal Seminars and Is Accepting Tax Appeals Jan. 10-Feb . 8

Northfield Township offices at 3801 West Lake Avenue in Glenview will be open for 2011 Board of Review property tax appeals and assistance preparing appeals between January 10 and February 8, 2012 during the hours of 8:30 a.m. to 4:30 p.m. Mon. - Fri. Taxpayers may also appeal online by visiting www.cookcountyboardofreview.com

The Township ia also co-hosting with the Cook County Board of Review two seminars for taxpayers seeking to appeal their 2011 property tax assessments. The first seminar will be held Wednesday, Jan. 11 from 7:00-8:30 PM at Bernard Weinger JCC, 300 Revere Drive in Northbrook. The second seminar will be held on Monday, Jan. 30 from 7:00-8:30 PM at the Glenview Public Library, 1930 Glenview Road in Glenview. These seminars help educate taxpayers on how to file a successful tax appeal. The sessions include a presentation explaining how property taxes are calculated and outline the appeal procedure of the Board of Review. At the end of the sessions, taxpayers will have an opportunity to work with Board of Review analysts on their speciaif questions. The events are free to the public and there is no fee to appeal property taxes. Taxpayers should bring copies of their most recent tax bills. Effective January 1, 2012 - New Way to Dispose of Electronics!

Effective January 1, 2012, Public Act 97-0287, the Electronic Products Recycling and Reuse Act, bans the disposal of electronics at landfills and establishes a statewide system for recycling and/or reusing computers, monitors, televisions and printers discared from residences. This means that residents can no longer dispose of old electronics by putting them out for collection with their regular waste. However, to meet the obligation of the new Act, Waste Management will begin a new optional residential service of special pickups of electronics for a cost of $25 for three (3) items. Only one of the items can be a TV; each additional TV is another $25. To arrange for a special pickup of electronics after January 1, 2012, call Waste Management, 1-800-796-9696. Residents can also bring their electronics to one of the registered Residential E-Waste Collection Sites listed on the Illinois Environmental Protection Agency website, www.epa.state.il.us/land/electronic-waste-recycling/index.html. After you are on the EPA website, under the page title, Electronic Waste Recycling, click on "collectors/recyclers/refurbishers" and then on "Registered Residential E-Waste Collection Sites." Call the number listed for the location selected to find out the dates and times when the site is open and what items they recycle.

Moving Firewood In or Out of Northfield Prohibited Due to EAB Quarantine

Because of the wide spread and infestation of Emerald Ash Borer in Wisconsin, Michigan and Illinois as well as other neighboring states, transporting firewood into or out of the area is forbidden by the State of Illinois Dept. of Agriculture (IDA). The quarantine is in place to help prevent the further spread of EAB. Please do not purchase and/or bring firewood into Northfield from other areas. Buy only from those registered with the IDA. Do your part to help stop this beetle!

Emerald Ash Borer Committee Selects Ways to Educate Residents on EAB

At their April 12, 2011 meeting, the Emerald Ash Borer Committee discussed several methods to use to educate residents on identifying ash trees, Emerald Ash Borer and its symptoms and various ways to deal with ash tree infestation including removal, insecticides and chemical treatments. The Committee has developed a special letter signed by President Fred Gougler which was mailed to all residents to alert them to EAB and steps to take to treat infested ash trees on private property. A banner is also being developed to bring notice to EAB in the community and will be posted on the Community Events Sign at the corner of Central and Willow Roads. In addition, Emerald Ash Borer will be discussed at the Arbor Day celebration with 4th Grade Students from Sunset Ridge School, Friday, April 29 at 10:30 a.m. at Clarkson Park. Village Receives $14,000 Grant to Replace Trees Lost to EAB

Northfield's Community Development Dept. was successful in being selected to receive an Emerald Ash Borer (EAB) grant for Urban Forest Restoration in the amount of $14,000! Congratulations to Director Anne Kane and Planner Linnea Palmer O'Neill for their efforts in helping to achieve this award which will allow the Village to replace ash trees that have succumed to the spread of Emerald Ash Borer disease on public property in Northfield. The award from the Metropolitan Mayors Caulcus comes from the Great Lakes Restoration Initiative.

Northfield and the surrounding communities of Winnetka, Wilmette, Glenview, Northbrook, Morton Grove as well as most of northeastern Illinois are under an EAB quarantine which prohibits the removal of wood of diseased ash trees except by authorized agencies. While some communities responded to EAB by removing all their ash trees from public rights of way, the Village Board adopted an EAB Plan in 2009 advocating removing and replacing ash trees as they become infested. In response to the Board's direction for additional public awareness to the threat of potential loss of ash trees due to EAB, a Committee was formed. The EAB Committee is focusing on informing residents through various media of a) ash tree identification, b) EAB symptoms, c) how to decide whether to replant or save a tree, d) EAB treatment options, e) hiring a tree care company and f) alternate tree species selection. Fraudulent Solicitors Posing as Members of the Northfield Police Department

Recently, several Village residents have received solicitation calls from the "Public Awareness Office" for the "Police Protective Fund". The caller requests a donation, and states its on behalf of the Northfield Police Department. Last week, the Village advised residents of similar calls on behalf of the Northfield Fire-Rescue Department. Neither the Northfield Police or Fire-Rescue Department solicits donations over the telephone. Please do not respond to anyone requesting a donation for any Village service.

If you receive a phone call from anyone claiming to be part of the Northfield Police or Fire-Rescue Department or Association, do not give them any personal information, hang up and call the non-emergency police number 847-446-2131.

Certified General Election Results on Home Rule - YES = 1,425; NO = 1,176

The final Certified results of the General Election on Tuesday, Nov. 2, 2010 indicate Northfield has won the vote for being a Home Rule community. The final votes from Northfield's seven Precincts show: YES = 54.79% 1,425 and NO = 45.21% 1,176. The official results were reported to the Secretary of State as required.

As Cook County residents brace to receive their very late property tax bills, an article in the Chicago Tribune by reporter Bob Secter puts the spotlight on Northfield as having "the lowest combined tax rate in the county this year..." Village Responds to Senator Jeff’s Schoenberg’s Baseless Allegations regarding Willow Road Expenses

On Sept. 8, 2010, our 9th District State Senator, Jeff Schoenberg, sent a letter to Northfield accusing the Village of wasting “an obscene amount of taxpayer dollars” on Willow Road and requesting information under the Freedom of Information Act (FOIA) on expenditures paid for 15 years beginning January 1, 1995 on lobbyists, public relations and political consultants and legal fees. Village Highlights Policies in Place that Prevent Pension Spiking and Retirement Cost Abuses

In light of recent newspaper articles on pension spiking and other retirement abuses in other communities, the Northfield Board of Trustees reviewed the Village’s existing policies and procedures to ensure Northfield follows best practices. The State of Illinois dictates most pension rules for Village employees such as eligible retirement age. Nevertheless, the Board was pleased to see that to the extent Northfield has local control, the Village has had policies in place for many years to ensure that pension abuse does not take place. Existing Northfield policies limit the number of sick and vacation days which can be accrued to ensure that upon an employee’s retirement, the Village does not incur large payout exposures and final pension numbers are not artificially inflated. The Board feels it is important for residents to understand what protections the Village has in place and has directed staff to post Manager’s Sigman memo summarizing Northfield’s retirement policies. Keep Rivers and Streams Flowing to Prevent Flooding

The Village would like to remind residents to do their part to prevent flooding by not dumping landscaping or any other debris in the area rivers and to clear leaves, branches and dirt away from storm/sewer drains. Leaves and branches clog up rivers and drains and prevent water from flowing properly resulting in water overflowing the banks in various areas. Residents who hire landscaping companies are also reminded to let them know not to dump in the river. The Village has received complaints about landscapers dumping material in the Middlefork Branch of the Chicago River. Please let your landscaper know they must remove any landscaping material from your property. Anyone caught dumping debris in the river can be ticketed and/or fined.

The Metropolitan Water Reclamation District of Greater Chicago's Small Streams Maintenance Program (SSMP) works in cooperation with municipalities to remove stream debris. In 2009, approximately 34,550 cubic yards of debris was removed from small streams. Last year Northfield with the help of SSMP was successful in removing numerous blockages in the North Branch of Middlefork of the Chicago River south of Winnetka Road. In total, 6,695 cubic yards of debris were removed from the North Branch that flows into Chicago. The District expects to expand its SSMP program to include erosion control projects to stabilize banks and prevent blockages that can lead to flooding.

Citizens, civic groups and high school/college students that would like to volunteer to keep local rivers and streams clear of debris can participate in the program called Watershed Action Volunteer Efforts (WAVEs). Cook County Offers Help with Mortgage Foreclosure Mediation Program

Recently, the Cook County Board authorized the establishment of the Circuit Court of Cook County Mortgage Foreclosure Mediation Program. Under this program, homeowners who have pending foreclosures in the Circuit Court of Cook County will be given an opportunity to meet with on-site counselors and on-site attorneys free of charge. Housing counselors will assist homeowners who may be eligible for a loan modification and the attorneys will help homeowners determine if there are any remedies available to stop the foreclosure.

Homeowners who have received a foreclosure summons from the Circuit Court of Cook County can call the following toll-free help line, 877-895-2444 (312-836-5222) to schedule a FREE meeting with a housing counselor. There is no charge to participate in the Circuit Court of Cook County Foreclosure Mediation Program. Following is information on who can participate:

Recycling Your Small Electronics at the Village Hall

Northfield provides an opportunity for residents to displose of small electronics including old cell phones, DVD's, game consoles, MP3 players, digital cameras, digital video recorders and laptops/notebooks. White Plastic recycling containers have been placed in the front lobby of the Village Hall, 361 Happ, and the Public Works/Fire-Rescue building at 1800 Winnetka Road for the convenience of residents in disposing of these items. Tax donation letters are available on the bins and can be picked up at the time of drop off. Items are collected by Recycling Avenue, a service of Avenues to Independence, a non-profit organization formed to save the environment by recycling donated, small electronic items that it collects and disposes of in a proper manner while providing jobs for physically and mentally challenged persons. Items not accepted: computer monitors, printers, personal computers and toner cartridges.

The Village Hall is open 8:00 AM to 4:30 PM, Monday-Friday and the Public Works/Fire-Rescue building is open 7:00 AM to 4:00 PM, Monday-Friday.

The report provides information on the Village of Winnetka's water where Northfield purchases it water as well as Northfield's. The source of this water is the surface water of Lake Michigan. As you will note and the report indicates, the analyses show no contaminants that affect the quality of the water supplied to your home. 2010 Census Door-to-Door Enumeration to Begin

The 2010 Decennial Census enumerators will begin their follow up enumeration this week. Enumerators will be targeting non-responders throughout the week including evenings and weekends in order to try to reach them when they are home. The success of this operation is critical to Northfield because these enumerators will be contacting and interviewing residents who have not mailed back their Census Questionnaire. The Village encourages you to cooperate with these enumerators to insure that Northfield gets its fair share of state and federal funding. Here are some points you should be aware of: 1) 2010 Census Enumerators will seek to conduct interviews at the door. They will not enter homes. 2) They will have a census ID badge with a Department of Commerce watermark and expiration date. The badge will not have a photo. The census taker may also be carrying a black census bag with a white Census Bureau logo. 3) Contrary to some reports, they will NOT have hand-held computers. 4) They will make multiple attempts to reach a resident and may ask neighbors when the resident is usually home or the best time to reach them. 5) 2010 Census Enumerators will not ask for bank account numbers, income, credit card numbers or social security numbers. Nor will they solicit for donations or contact you by e-mail. They also will not ask for your citizenship status. 6) The Census Bureau conducts other surveys throughout the course of the year and it is possible other workers may be working in some areas and asking for more personal detailed information for unemployment, consumer expenditure or health surveys. 7) The 2010 Decennial Census Questionnaire asks for the number of people at a particular residence along with their name, age, birth date, gender, ethnicity, race and usual residence. 8) If asked, they will provide you with supervisor contact information and/or the Local Census Office phone number for verification.

New Waste and Recycling Rates Take Effect May 1

May 1 is the start of the second year of the seven year contract with Waste Management for all residential and commercial waste services including refuse, recycling, landscape waste collection, roll-off container rental and other miscellaneous waste services. A new Waste Management brochure outlining the revised rates will be mailed in May 2010. For the new year beginning May 1, 2010 and ending April 30, 2011, rates will increase by 2.2% making the basic monthly rate for curbside pickup of waste and recycling increase from $14.13 to $14.44 per month. Waste and recycling are picked up on Thursdays with a second pick up of waste on Mondays for those who have twice a week pickup. For residents who contract for landscape waste service which includes removal of grass clippings, branches and leaves, for the 2010 season the first day of service was Monday, April 5 and service runs Mondays through December 6 (Tuesdays on holidays). Yardwaste collection is an optional service that must be rescheduled with the start of each new waste contract year (May 1). For the 2010-2011 season, the rate is $61.32. To initiate or change waste service for 2010, or for information or questions on your bill, call Waste Management, 1-800-796-9696, between 7 AM and 5 PM, Mon.-Fri.

New Water & Sewer Rates Take Effect May 1

The base water rate will increase 7.5% and sewer rates will increase 10% on bills issued after May 1, 2010. The combined water and sewer rate (including a fixed $0.67 debt service charge) will increase from $5.52 per 100 cubic feet to $5.91. The minimum quarterly water and sewer bill will increase from $60.72 to $65.01. The increases are needed to fund ongoing capital improvements as well as the increased cost of water from our supplier, the Village of Winnetka.

The Government Finance Officers Association's (GFOA) has awarded the Village of Northfield the Certificate of Achievement for Excellence in Financial Reporting for its comprehensive annual financial report for the fiscal year ended April 30, 2009. The GFOA awards the Certificate to government units and public employee retiree systems whose Comprehensive Annual Financial Reports achieve the highest standards in government accounting and financial reporting.

Resident Comments Needed by March 19 for Public Record of IDOT'S Willow Road Process

IDOT has begun its Context Sensitive Solution (CSS) process on future improvements to Willow Road. The overall process for conducting its studies is generally referred to as "Phase I" or "Preliminary Engineering." On March 4, 2010, IDOT held an Open House at the Renaissance Hotel in Northbrook to gather public comments regarding Willow Road from residents of Northfield, Northbrook, Glenview and Winnetka. If you were unable to attend the Open House to provide your comments, you are encouraged to submit your comments on improvements to Willow Road by March 19 to IDOT on their website, http://www.willowroadfuture.org/ so they will be included in the project record for the first public meeting.

It is especially valuable to provide comments to IDOT now as they are developing the scope of the project studies. Phase I studies must include those originating from within the Northfield section as well as those issues from outside the project limits which impact the Northfield section. Long Range Financial Planning Sub-Committe Report Focuses on Serious Financial Issues Facing the Community

Click here to read the complete Long Range Financial Planning Sub-Committee's Report which provides insight into the financial problems facing the Village and trends over the next five years presented to the Board on October 20, 2009. Following presentation of the report, President Gougler asked the Sub-Committee chaired by Trustee John Chapin to continue their work in helping to identify "solutions" to the serious financial issues brought about by lower revenues, tax caps and inceasing expenses. At their February 2 meeting, the Sub-Committee reviewed four options for solving the debt issue: 1) cutting staff and Village services by 20%; 2) raising property taxes through a referendum; 3) accessing the merits of becoming a home rule community through a referendum; and 4) consider strategic restructuring, consolidation of services and/or expanded intergovernmental agreements. The Sub-Committee selected option 3 and a Task Force has been formed to study this option in greater detail. Their first meeting will be held Tuesday, February 23 at 4:59 p.m. at the Village Hall.

A town hall meeting has been set for all residents to hear more about the economic impact on Village finances, the solutions the Committee has studied to get the Village on a successful long term financial course and to hear comments and questions from residents. The meeting is scheduled for Tuesday, April 27 at 7:00 PM in the Village Hall Council Chamber, 361 Happ Road. Mark your calendar and plan to attend this important meeting!

State of Illinois Emergency Contact Information

The State of Illinois is offering Illinois instruction permit, driver's license and identification card holders to enter their emergency contact information into a voluntary, secure database. Starting in August 2009, in the event of a motor vehicle crash or other emergency situation where a person is unable to communicate directly, law enforcement may access this database to help them reach the person's designated emergency contacts. Northfield to Receive $200,000 from State for Stormwater Projects

17th District Representative Beth Coulson recently informed the Village of Northfield that she was successful in getting $200,000 allocated from the State Capital funds to help Northfield with stormwater projects. A series of projects were identified by the Village's consulting engineer of Gewalt Hamilton Associates Inc., who conducted a comprehensive stormwater study in 2008. During that study, heavy flooding occurred in September when storms dumped an historic rainfall on the area of 8.54 inches in a 72 hour period. The stormwater study helped identify potential projects to minimize flooding throughout the Village's stormwater sewer system. The $200,000 Northfield will receive will be allocated partially from new revenue sources the State has identified that are being established to help fund capital projects throuoghout the State. This comes at an ideal time for many municipalities whose own capital budgets have been significantly reduced by revenue losses and higher expenses.

Food Pantry Donations Needed during Difficult Economic Times

Volunteers at a local food pantry have written to call attention to the on-going need for food donations at local food pantries at Northfield and New Trier Township offices. During the Thanksgiving, Hanukkah and Christmas holidays many people donated ; however, now that the holidays are over donations have fallen to next to nothing but the need is great.

With more and more people losing their jobs or working part time and with many senior citizens losing income from their investments, members of the community including clubs, organizations, church and temple groups are being asked to continue giving throughout the year. Cans of vegetables, soups, fruit, seafood, chili, ravioli, pastas, rice are welcome as well as boxed mashed potatoes, cereals, and noodles and other pastas.

One example of recognizing the need and doing something to help was demonstrated by a Northfield Senior Center member who contacted the Highland Baking Company in Northbrook which agreed to help by donating day old bread which has a shelf life of five days. Volunteers of the Senior Center pick up six cases of bread every Monday morning and deliver them to New Trier and Northfield Twp. food pantries.
