    &lt;p align=&quot;justify&quot;&gt;&lt;font size=&quot;1&quot;&gt;Northfield Village President Fred Gougler recently announced that Trustee John (Jack) Chapin has submitted his letter of resignation effective at the end of the day, May 15, 2012.&amp;#160; Trustee Chapin will not be completing his second term on the Board of Trustee which expires April 2015.&amp;#160; Trustee Chapin and his wife plan to move to Delaware to be closer to their family.&amp;#160; Trustee Chapin made many significant contributations to the Village during his five years in office.&amp;#160; During his first term, he distinguished himself by serving as Chair of the Long Range Financial Planning Committee.&amp;#160; This committee was instrumental in assessing the long term financial challenges faced by the Village, establishing the foundation for the home rule initiative of 2010.&amp;#160; &lt;/font&gt;&lt;/p&gt;&lt;br /&gt;
&lt;p align=&quot;justify&quot;&gt;&lt;font size=&quot;1&quot;&gt;At the May 15 Board meeting, President Gougler plans to recommend Jane Goldenberg to the Board of Trustees to fill the vacant position until the next Consolidated Election in April 2013.&amp;#160; Ms. Goldenberg, who is a writer and former teacher, has been a Northfield resident for 20 years.&amp;#160; She has been active in civic affairs serving as Co-President of the League of Women Voters of Winnetka-Northfield-Kenilworth and has been a member of the Northfield Caucus.&amp;#160; Ms. Goldenberg also served as a former President of the Avoca/Marie Murphy Parent Teacher Council.&amp;#160;&amp;#160;Because of her&amp;#160;experience and extensive involvement in&amp;#160;community issues, it is expected her appointment will provide a&amp;#160;smooth transition to her role on the Village Board.&amp;#160;&lt;/font&gt;&lt;/p&gt;

    &lt;p align=&quot;justify&quot;&gt;&lt;font size=&quot;1&quot;&gt;In July 2011, the Illinois Dept. of Transportation (IDOT) modified the &amp;quot;No Turn on Red&amp;quot; intersection designation for north and southbound vehicles at the Waukegan Road and Willow Road intersection.&amp;#160; As IDOT and the Village continued to study the Willow Road corridor, this change raised a number of safety concerns.&amp;#160; To address these, the Village requested IDOT re-evaluate the engineering and accident data at this intersection and consider reinstalling these signs.&amp;#160; Northfield was notified this week that IDOT completed that study and has reinstated the &amp;quot;No Turn on Red&amp;quot; turning restriction.&amp;#160; This change should greatly improve the overall safety of the intersection and reduce the number and severity of accidents.&amp;#160; Please be alert to this change when going through this intersection.&lt;/font&gt;&lt;/p&gt;&lt;br /&gt;

    &lt;p align=&quot;justify&quot;&gt;&lt;font size=&quot;1&quot; face=&quot;verdana,arial,helvetica,sans-serif&quot;&gt;The communities of Wilmette, Northbrook, Northfield and Glenview have been working with Union Pacific on a&amp;#160;draft lease agreement&amp;#160;for use of&amp;#160;the UP&amp;#160;track right of way that runs through the communities&amp;#160;in the hopes of converting it to a bike-walking path&amp;#160;which would be an extension of&amp;#160;the Skokie Valley Trail.&amp;#160;&amp;#160;The communities were not successful in in their grant request for a CMAQ grant in 2011 which would&amp;#160;paid 80%&amp;#160;of the costs for the&amp;#160;lease, Phase I and II engineering and some construction costs for the trail.&amp;#160;&amp;#160;Due to other other financial priorities for the communities, this project is being put on hold until future grant funds become available and the Villages are able to designate funds in their fiscal budgets for their portion of the costs.&amp;#160; The Villages of Lincolnwood and Skokie which are also working on extensions of the Skokie Valley Trail&amp;#160;at the&amp;#160;south end are further along.&amp;#160; They have been awarded grants or have other funds for their portions of the trail.&lt;/font&gt;&lt;font size=&quot;1&quot; face=&quot;verdana,arial,helvetica,sans-serif&quot;&gt;&amp;#160;&lt;/font&gt;&lt;/p&gt;&lt;br /&gt;

    &lt;p align=&quot;justify&quot;&gt;&lt;font size=&quot;1&quot;&gt;As part of ComEd&#039;s on-going investment in its electric system and in partnership with the Village of Northfield, the utility company is completing work on a number of projects aimed at enhancing reliability for Northfield customers by reducing the frequency and duration of outages.&amp;#160; On the east side of town behind Lagoon near East Frontage Road, ComEd completed the first phase of replacing underground cable in December 2011.&amp;#160; This work is designed to help improve system performance in the area.&amp;#160; The second phase is expected to be done by the end of May 2012.&amp;#160; On the west side of town, ComEd will install overhead Hendrix spacer cable which is a fairly new device that helps protect lines from damage caused by falling tree limbs.&amp;#160; In areas where tested, the cable system has dramatically reduced the number of customer service interruptions by reinforcing overhead electrical wires.&amp;#160; The Hendrix cable system will be installed in the north-south utility easement between Wagner Road and Graemere Street running from Bosworth Lane to about 1,200 feet south.&amp;#160; This project is expected to be completed by the end of March 2012.&lt;/font&gt;&lt;/p&gt;&lt;br /&gt;
&lt;p align=&quot;justify&quot;&gt;&lt;font size=&quot;1&quot;&gt;Additionally, ComEd will be installing a number of smart fuse devices throughout their system.&amp;#160; This new technology allows the system to automatically reset which improves performance and reduces the length and quantity of outages.&amp;#160; This work is expected to be completed by the end of March 2012.&amp;#160; Finally, throughout the community, ComEd will be trimming trees near electric lines to reduce outages and enhance reliability.&amp;#160; Streets where ComEd will be trimming trees include:&amp;#160; Wagner Road, Graemere, Dorina Drive, Happ Road, Latrobe, Lockwood, Martin Lane, Meadowbrook Drive, Mt. Leaves and branches clog up rivers and drains and prevent water from flowing properly resulting in water overflowing the banks in various areas. Residents who hire landscaping companies are also reminded to let them know not to dump in the river. The Village has received complaints about landscapers dumping material in the Middlefork Branch of the Chicago River. Please let your landscaper know they must remove any landscaping material from your property. Anyone caught dumping debris in the river can be ticketed and/or fined.&lt;br /&gt;&lt;br /&gt;The Metropolitan Water Reclamation District of Greater Chicago&#039;s Small Streams Maintenance Program (SSMP) works in cooperation with municipalities to remove stream debris. In 2009, approximately 34,550 cubic yards of debris was removed from small streams. Last year Northfield with the help of SSMP was successful in removing numerous blockages in the North Branch of Middlefork of the Chicago River south of Winnetka Road. In total, 6,695 cubic yards of debris were removed from the North Branch that flows into Chicago. The District expects to expand its SSMP program to include erosion control projects to stabilize banks and prevent blockages that can lead to flooding.&lt;br /&gt;&lt;br /&gt;To report small stream blockages near your home and to submit a blockage clearing request, go to &lt;a href=&quot;http://www.mwrd.org/&quot;&gt;http://www.mwrd.org/&lt;/a&gt;. Enumerators will be targeting non-responders throughout the week including evenings and weekends in order to try to reach them when they are home.  The success of this operation is critical to Northfield because these enumerators will be contacting and interviewing residents who have not mailed back their Census Questionnaire.  The Village encourages you to cooperate with these enumerators to insure that Northfield gets its fair share of state and federal funding.  Here are some points you should be aware of:  1) 2010 Census Enumerators will seek to conduct interviews at the door.  They will not enter homes. 2) They will have a census ID badge with a Department of Commerce watermark and expiration date.  The badge will not have a photo.  The census taker may also be carrying a black census bag with a white Census Bureau logo. 3) Contrary to some reports, they will NOT have hand-held computers. 4) They will make multiple attempts to reach a resident and may ask neighbors when the resident is usually home or the best time to reach them. 5) 2010 Census Enumerators will not ask for bank account numbers, income, credit card numbers or social security numbers.  Nor will they solicit for donations or contact you by e-mail.  They also will not ask for your citizenship status. 6) The Census Bureau conducts other surveys throughout the course of the year and it is possible other workers may be working in some areas and asking for more personal detailed information for unemployment, consumer expenditure or health surveys. 7) The 2010 Decennial Census Questionnaire asks for the number of people at a particular residence along with their name, age, birth date, gender, ethnicity, race and usual residence.&amp;#160;8) If asked, they will provide you with supervisor contact information and/or the Local Census Office phone number for verification.   &lt;/font&gt;&lt;/p&gt;

A new Waste Management brochure outlining the revised rates will be mailed in May 2010. For the new year beginning May 1, 2010 and ending April 30, 2011, rates will increase by 2.2% making the basic monthly rate for curbside pickup of waste and recycling increase from $14.13 to $14.44 per month. Waste and recycling are picked up on Thursdays with a second pick up of waste on Mondays for those who have twice a week pickup. For residents who contract for landscape waste service which includes removal of grass clippings, branches and leaves, for the 2010 season the first day of service was Monday, April 5 and service runs Mondays through December 6 (Tuesdays on holidays). Yardwaste collection is an &lt;strong&gt;optional&lt;/strong&gt; service that must be rescheduled with the start of each new waste contract year (May 1). For the 2010-2011 season, the rate is $61.32. To initiate or change waste service for 2010, or for information or questions on your bill, call Waste Management, 1-800-796-9696, between 7 AM and 5 PM, Mon.-Fri.&lt;/font&gt;&lt;/p&gt;

Following presentation of the report, President Gougler asked the Sub-Committee chaired by Trustee John Chapin to continue their work in helping to identify &amp;quot;solutions&amp;quot; to the serious financial issues brought about by lower revenues, tax caps and inceasing expenses. At their February 2 meeting, the Sub-Committee reviewed four options for solving the debt issue: 1) cutting staff and Village services by 20%; 2) raising property taxes through a referendum; 3) accessing the merits of becoming a home rule community through a referendum; and 4) consider strategic restructuring, consolidation of services and/or expanded intergovernmental agreements. The Sub-Committee selected option 3 and a Task Force has been formed to study this option in greater detail.  Their first meeting will be held Tuesday, February 23 at 4:59 p.m. at the Village Hall.&lt;strong&gt;&lt;/strong&gt;&lt;/font&gt;&lt;/p&gt;&lt;br /&gt;

    &lt;p&gt;&lt;font size=&quot;1&quot; face=&quot;verdana,arial,helvetica,sans-serif&quot;&gt;17th District Representative Beth Coulson recently informed the Village of Northfield that she was successful in getting $200,000 allocated from the State Capital funds to help Northfield with stormwater projects.  A series of projects were identified by the Village&#039;s consulting engineer of Gewalt Hamilton Associates Inc., who conducted a comprehensive stormwater study in 2008.  During that study, heavy flooding occurred in September when storms dumped an historic rainfall on the area of 8.54 inches in a 72 hour period.  The stormwater study helped identify potential projects to minimize flooding throughout the Village&#039;s stormwater sewer system.  The $200,000 Northfield will receive will be allocated partially from new revenue sources the State has identified that are being established to help fund capital projects throuoghout the State.  This comes at an ideal time for many municipalities whose own capital budgets have been significantly reduced by revenue losses and higher expenses.&lt;/font&gt;&lt;/p&gt;

Volunteers at a local food pantry have written to call attention to the on-going need for food donations at local food pantries at Northfield and New Trier Township offices. During the Thanksgiving, Hanukkah and Christmas holidays many people donated ; however, now that the holidays are over donations have fallen to next to nothing but the need is great.&lt;/font&gt;&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&lt;font size=&quot;1&quot; face=&quot;verdana,arial,helvetica,sans-serif&quot;&gt;With more and more people losing their jobs or working part time and with many senior citizens losing income from their investments, members of the community including clubs, organizations, church and temple groups are being asked to continue giving throughout the year. Cans of vegetables, soups, fruit, seafood, chili, ravioli, pastas, rice are welcome as well as boxed mashed potatoes, cereals, and noodles and other pastas.&lt;/font&gt;&lt;/p&gt;&lt;br /&gt;

Volunteers of the Senior Center pick up six cases of bread every Monday morning and deliver them to New Trier and Northfield Twp. food pantries.&lt;/font&gt;&lt;/p&gt;&lt;br /&gt;
